This Tuesday, July 6, Amélie de Montchalin, Minister responsible for Transformation and the Public Service, meets social organizations and representatives of public employers, during a “conference on salary perspectives in the public service”. Before this meeting, she unveiled a measure on BFMTV. The index point for civil servants will not increase. On the other hand, the salaries of civil servants in category C, the lowest, will increase.
“I propose a smaller and more targeted envelope to offer 40 to 100 euros net more per month depending on seniority for category C, the lowest”, announced this Tuesday on BFMTV Amélie de Montchalin, Minister of Transformation and of the Public Service.
This “better targeted” increase represents a budget of 2 billion euros. It concerns 1.2 million agents in the three public functions (State, territorial and hospital). The minister specified that this increase will also concern contract workers.
“We will also make sure that these men and women benefit from promotions. For many, that never happens”, indicates Amélie de Montchalin.
For the minister, the increase in the index point would have been a “measure of ease”.

“To increase it would mean to increase everyone by the same percentage. With an increase of 1%, those at the bottom of the scale will have between 10 and 14 euros more per month when it is hundreds of euros. for directors in ministries “, explains Amélie de Montchalin.
In 2016, it was decided to revalue the index point in two stages: 0.6% in July then another 0.6% in February 2017, i.e. 1.2% in all.
The Minister also announced measures targeting all categories of civil servants.
“As of January 1, 2022, all State employees will have 15 euros per month on their payroll to help them pay for their mutual health insurance. Between 2024 and 2026, all civil servants will have 50% support” of the latter, announces again the minister on BFMTV.
