The law passed last night in Parliament. The Senate and the National Assembly adopted the bill providing for an extension of the health pass (complete vaccination course, recent negative test or certificate of recovery) in bars, cafes-restaurants, fairs and exhibitions, planes, trains and long coaches journeys, medical establishments, and in shopping centers by decision of the prefects. The health pass has already entered into force last week in “places of leisure and culture” (cinemas, theaters, sports halls, etc.) bringing together more than 50 people.
Vaccination, isolation. The bill also makes compulsory on September 15 – or October 15 if the vaccination course began before September 15 – the vaccination of staff in hospitals, clinics, nursing homes and retirement homes, firefighters, certain soldiers, as well as for professionals and volunteers working with the elderly, including at home. In addition, people tested positive for Covid-19 must be placed in isolation for a non-renewable period of ten days in the place of accommodation they determine. Isolation may end earlier if the test is negative.

Changes. However, several changes were made to the government text. It is the Health Insurance which will first control the compulsory isolation for those infected by the Covid, before an intervention of the police if necessary. There will also be no dismissal for people who do not respect the vaccination obligation because of their profession, but a suspension of salary.
The Constitutional Council will render its decision on August 5. Sunday, the Socialist senators confirmed their desire to seize the Constitutional Council to verify the conformity of the law with the constitution. The Prime Minister, Jean Castex, has already seized the proceedings. On Monday, the Constitutional Council said it would deliver its decision on August 5. The health pass cannot therefore come into effect in bars and restaurants before this date. Once the decision is rendered and if the Constitutional Council validates the text, the law must still be promulgated by the President of the Republic. Application decrees will also have to be taken, which should postpone the entry of the sanitary pass for bars and restaurants to August 6, at the earliest.
Until when will the health pass remain in effect? The parliamentarians enshrined in law the fact that the health pass could not be extended beyond November 15, without a new vote by the Assembly and the Senate. “The health pass, we will put an end to it as soon as we can,” meanwhile assured the Minister of Health, Olivier Véran.
