In recent years, reports from various organizations and institutions, France Strategy, Terra Nova, Council of compulsory levies, OECD, have multiplied calling for a reform of the taxation of free transmissions. This year alone at least two bills have been tabled on the office of the National Assembly: a first in February 2021 in the name of the Finance Committee by Mr.me Christine Pires Beaune (proposal no.3409) aiming to fundamentally reform the taxation of inheritance and donation, another tabled in March 2021 by around forty LR deputies (proposal no.3962).

The latter is of a more cyclical nature “to reduce donation rights and facilitate donations to allow faster transmission of heritage to the youngest and revitalize the French economy”.
